Come2CoM
Come2CoM is an Intelligent Energy Europe funded project that aimed to encourage cities and municipalities across 11 EU countries to sign up to the Covenant of Mayors (CoM) and ‘do their bit’ by reducing CO2 emissions.
The project counted on the partnership of 12 technical expert partners from:
- Austria
- Belgium
- Czech Republic
- Denmark
- Germany
- Italy
- Poland
- Portugal
- Slovenia
- Sweden
- UK
Every new CoM signatory agrees to establish a baseline emissions inventory and develop a Sustainable Energy Action Plan (SEAP) that shows how they will meet or exceed the EU target of a 20% reduction in CO2 emissions by 2020.
Come2CoM promoted the CoM to a range of cities, local authorities, town councils and even parishes.
The initiative supported these organizations through the whole process, including the development of their SEAPs end in particular:
• establishment of a BEI
• development of the action plan for energy sustainability (SEAP)
• implementation of monitoring systems and evaluation of the progresses
• support in the implementation of the identified measure
• support for the involvement of stakeholders in the policy cycle
• promotion of cooperation between the various departments, sectors and organizations
• promotion of the experience exchange among the Covenant signatories
• dissemination of the obtained results
SPES Consulting supported 13 municipalities in these activities; the first to join the project were:
